Construction and Demolition Debris

Construction and demolition projects in Lakewood may be required to submit a Debris Recovery Plan before a permit can be issued.

The plan is submitted online through GreenHalo Waste Tracking Systems. GreenHalo has replaced the city’s paper application process for construction and demolition debris recovery plans.

Why a Debris Recovery Plan is required

Construction and demolition debris includes materials such as asphalt, concrete, wood, metal and cardboard. Many of these materials can be reused or recycled, which helps conserve natural resources and reduce landfill waste.

CALGreen requires certain construction and demolition projects to recycle or salvage for reuse at least 65% of nonhazardous construction and demolition debris generated by the project.

Projects that may need a Debris Recovery Plan

Residential projects

  • New construction of permitted structures
  • Demolition of permitted structures
  • Additions and alterations to residential buildings that require a permit

Non-residential projects

  • New construction of permitted structures
  • Demolition of permitted structures
  • Permitted additions or alterations of 1,000 square feet or more, and/or with a valuation of $200,000 or more

How much does GreenHalo cost?

The GreenHalo waste tracking system is free to use unless you choose to have system administrators upload weight receipts for your project.

Which waste disposal facilities can I use?

EDCO Disposal is the city’s franchise waste hauler and the only waste hauler allowed in Lakewood.

Property owners or construction contractors may self-haul debris using their own vehicles. Self-haulers are not restricted in their disposal options for construction and demolition debris, as long as the project meets the city’s 65% debris diversion requirement.

Projects that use mixed waste recycling must have materials processed at a mixed construction and demolition processing facility. A list of acceptable facilities is available in GreenHalo.

Who can haul construction and demolition waste in Lakewood?

EDCO Disposal is the only franchise waste hauler allowed in the city.

Property owners or construction contractors may also self-haul debris using their own vehicles. Self-hauling requires current vehicle registration, current vehicle insurance and a photo of the vehicle that will be used to self-haul, with the license plate visible.
